It depends on the intensity, but I’d say yes. I’ve always done dancing as a workout, where I do hiphop choreography for about half an hour. If you look at concert videos of artists who dance very intense choreohraphies (like kpop groups) you’d also see them breathing heavily and sweating after multiple songs, so if even those perfectly in shape trained performers get a workout from it, I don’t see how it’d not be considered exercise
