No meditating is about where your mind is so it takes as long as you need to get your mind into the space you need it to be for meditation whether that means absolute focus for you or just calm mindfulness
I think there is no time fixed meditating time we should do in morning once at 7 pm and evening at whatever time before going to sleep. It will help in getting good very good night sleep so just try it
