Whatever time consistently works best for you. Often eating within an hour of getting out of bed is good, since it can be easily included in your morning routine and it will help energize your body and can benefit blood sugar balance.
I eat breakfast 10-20 minutes after waking up. I like to brush my teeth before i do anything else, and then drink my morning cup of water - then i will head downstairs to the kitchen to make myself some breakfast
