This answer might differ from person to person. Personally, "godliness is cleanliness" means that the more you make the effort to "tidy up" or organize your life the better you feel. Simple changes over time that lead to building healthy long lasting habits can greatly impact your mental and physical health in the best ways so I think that what this saying is trying to say.

Cleanliness is good for our own mental health the more clean we are the better and creative we think and reflect .in order to please lord we must be clean and organized
